The term was probably inspired by the "Discomfort Index", which was used for
a few years around the late 1950's by what was then called the Weather Bureau.

If I remember correctly, Discomfort Index = (wet-bulb temperature + dry-bulb
temperature [in Fahrenheit]) x 0.4 + 15
