"Unborn" employees

Does the OED have "unborn" employees? This was a big issue in the MTA  strike.

The M.T.A.'s timing was poor; so, too, was its choice of issue. Of all the
state unions, perhaps none has been as vocal as the transit union about not
hurting its "unborn" employees, and not wanting to create a two-tier workforce.
There's also doubt about whether pensions could legally be part of any final
agreement. The state's Taylor Law governing labor disputes involving public
entities says that pensions cannot be part of any final agreement. Previous
labor negotiations have ignored that restriction, but the final word rests with
 legislators in Albany.
