"Banging my spoon on the highchair"

I read Safire's column a few weeks ago in The Times (don't remember which
day) in which said that he had been "banging his spoon on the highchair" (or
something similar to it) about something or another.  This was amusing to
me.  I was wondering if anyone had any info about it.
