Query: "file 13" (throw sth. away)

I'm reasonably certain that I know it as pre-1980.  My wife also knows it as
waste-basket and she last worked in an office in 1980 (in St. Louis) but has
no idea when she heard it first.  Both of us are mid-60s central Illinois HS
products.

    Has anyone heard of "file 13" or "file it in 13"? And would anyone know
why "13" was chosen and not, say, 12?
