1816 _Report of the Committee for Investigating the Causes of the Alarming
Increase of Juvenile Delinquency in the Metropolis_ 21  The severity of
the criminal code, which inflicts the punishment of death on upwards of
two hundred offences, acts very unfavourably on the mind of the juvenile
delinquent.
