This one is new to me. Judging by a less-than-thorough Googling, it
simply means to "express one's opinion." However, judging by the only
real-life use of it that I've (over)heard, it means to "(have the nerve
to) express a negative opinion of someone (within that person's
hearing)":  I don't know what made her think that she could opinionate
me right in front of me!
