OED has no entry for this phrase, though there is a buried ex. of "make your hair stand" at def. 2, 1654.

1602 Thomas Dekker _Blurt the Master-Constable_  (London: Henry Rockytt)  [unpaged] But I can tell you one thing, I shall make your hayre stand vp an end at some things.
