Ultra-catastrophe

DHS Secretary Chertoff referred to the combination of the category 4
hurricane and the levee collapse as an "ultra-catastrophe."

I found a few earlier uses of the term, including this from a 29 March blog:
"I was just shuffling through some papers and came across our Terrorism
Insurance Policy. The form called it 'Ultra Catastrophe Liability Coverage'.
I wasn't aware that there were differing intensity levels for a catastrophe.
I thought a catastraophe [sic] was pretty much the ulitmate in destruction."
