"Harlem of the West"

I went to a debate again in Harlem. One of the city council candidates (at
the debate before me) mentioned the south side of Chicago, "the Harlem of the
West."
...
"Harlem of the West" shows up in Google, but it's either San Diego or the
Fillmore District of San Francisco. Not Chicago?
...
I'm temporarily kidnapped tonight and can't get to my databases. Any
thoughts/citations on "Harlem of the West"?
