Gelato Affogato ("Drowned" Ice Cream)

I wonder if this recipe alludes to broccoli affogato (-ti?), a dish of
broccoli simmered in red wine, romano cheese, oil-cured olives,
and anchovies.  That would call for quite a different definition of
"affogato"!
