Maimonides.

In his "8 Degrees of Charity", Maimonides says "the highest degree of
charity is to aid a man in want by offering him a gift or a loan, by
entering into partnership with him, or by providing work for him, so that
he may become self-supporting"

The 8 Degrees of Charity are in Maimonides's book _Mishneh Torah_ ("Yad",
Mattenot 'Aniyyim, x. 7-13)
