"Is, is"

I heard a thirtysomething college-educated CNN anchor use "was, is" a couple of years ago.  But I haven't heard it since.

The use of "is, is" has been mentioned here. I've just heard a
Springer guest say, "What happened _was, is_ ..." The same
speaker (working-class Northern white?) also came up with
the eggcorn(?), "I didn't know, but I had my _suspections_."
