I heard this for the first time, today. The speaker used it to mean,
"unhappy as a consequence of having underestimated the value of
something that could have been sold, but which was, instead, given
away."
Twenty-six Googlits, wherein the word is seems to be used primarily in
the meaning, "unhappy as a consequence of having given a gift that the
recipient didn't like."
