Government reform has been talked about for decades. New York has benefited
from great reformers in its past. Then there have been those whose abilities
or commitment fell short.
Two people stand out as having achieved a great deal. One is Susan B.
Anthony, who said: "cautious, careful people, always casting about to preserve
their reputations can never affect real reform."
The other is Teddy Roosevelt, who once likened himself to "a bull in the
china closet of unchecked corporatism."
