The real meaning, of course, being very-low-quality-food security:
surplus commodities of over-produced, over-refined, foodstuffs of high
caloric but otherwise low nutritional value.
(Harper's Index, Dec. issue, has this, "Ratio of the number of people
worldwide who are overweight to the number who are undernourished: 5:3")
