"Head of State"

Someone has asked me how far back the term "head of state" goes.  It is
not treated by the OED, although it pops up in some citations for other
terms and is mentioned in the definition of "state visit."  Can anyone
supply any information?  Can Jesse or Ben find out whether the OED's files
shed light on this question?
