Phonemic vowel length

I don't know whether the work has been published yet, but in a
presentation at NWAV33, Collision Course, Bill Labov reported on some
experimental studies with NCS /E/ and /a/, the results of which suggest
that length is the distinguishing feature for these two phonemes.
