"solacious" for consolatory

On ATC  (NPR Sun Apr 15) a military spokesman in Iraq, interviewed on the
subject of  civilian casualties, spoke of paying "solacious" payments to
families for the accidental killing or injury of their members. It came so
trippingly off his tongue that I suppose it wasn't its premier performance.
Has anyone heard it before?
