"Chairman" was and still is the council's title for the position. If
you go to http://www.nysca.org/ , you'll see that Richard J. Schwartz
is Chairman and Debra R. Black is Vice-Chairman (yes, that's right,
Schwartz and Black). The NYT could have, in its lower-case
descriptor, called her "chair" or "chairwoman" (they'd have to say
"Chairman Kitty Carlisle Hart," because that's the official title,
but if it's after the name it's not the title, just a description --
"she was chairman" -- so you go lower-case and can modify it within
allowable limits), but evidently they chose to stick with the NYSCA's
title. (I believe the addition of "State" to the name of the
organization is a comparatively recent thing.)
