The Oxford Dictionary of Quotations  gives this as "Anon." & mentions a
peepshow rhyme.

For some reason I've always associated it with a Dickens character, but
can't think which one.

Jimmy Durante (or maybe Bill Bendix) used to use it & it came out something
like "Yer pays yer money & yer takes yer cherce."  I'm sure of the "cherce"
but not so sure of the "yer"s.
