  Not in OED. I just spent a full hour documenting this word in an email. Then the goddamned computer erased it all and I can't get it back. How? Inadvertently pressed a funny button, how else?

  Anyway, first known appearance: 1912 in a book by Norman Angell about the Balkans. Angell used in again in 1913 in the fourth ed. of his well-known _The Great Illusion_.
