Not really an adjectival use, I'd say.  "Stuffing ingredients" is
like "brick wall", a nominal compound, and "stuffing" here is just a
noun, albeit one that modifies the noun to its right.  It fails the
adjectival diagnostics:  *those ingredients seem stuffing, etc.
