ESPNews's "cautionary" = cautious

Heard on ESPNews tonight, during an item on Michael Vick's
indictment. After discussion of the difference between his case,
where he has not been in trouble before, and that of others who are
"repeat offenders" and have been disciplined despite not yet having
been convicted for their latest offenses, Len Pasquarilli [sp?] of
ESPN said that the NFL would probably be more "cautionary" with Vick.
Perhaps a resurrection of the obsolete sense 2, "Marked by caution,
cautious". But much more likely just an error, unfortunately
conveying the opposite sense from what was presumably intended.
