Forget John Hay Whitney.  I think it was Gertrude Stein who inspired this.
Here's a slight further antedating:

1935 _N.Y. Times_ 12 May B2 (ProQuest Historical Newspapers)  They laughed
at her [Gertrude Stein's] crew haircut, her mannish tweeds, her Hawkshaw
hat, her wide, comfortable shoes and her ideas.
