I don't think that is true, but LexisNexis and HeinOnline both are
rolling out the complete run of congressional hearings. Law Library
Microform Consortium may also do that. All three of those would be full
text and for a fee. Your university probably has access to HeinOnline.
Eventually the Library of Congress may digitize the hearings for free.
