According to Fox News this morning, drug users in Washington, D.C., use these names to refer to "marijuana dipped in embalming fluid."
In the '70s, "wacky (to)baccy" meant marijuana in any smokable , so I suspect that the Fox report is a little too specific in this case.
"Crazy Eddie," coincidentally or not, was a well-known NYC electronics chain that rose to fame in the mid '70s but slid into bankruptcy in the '80s, owing to various forms of financial hanky-panky at high levels.
