This reminds me of a descriptor I heard the other day on some NPR or PRI
program. The commentator described [some rather empty policy, I think] as
"all cover, no book." And now I see that a 1998 article in *Entertainment
Weekly* noted that "[Ryan Phillippe] looks marvelous, all right, but as an
actor, he's all cover and no book."
I sense that this expression hasn't really taken off, but I'm rooting for
it.
