Spanish syntax

In parts of Florida they use another dialect of Latin: "Ici on parle 
francais."

I saw a bilingual sign above a   broken urinal in Orlando the other day that 
said "OUT OF ORDER -- NO TRABAJO" -- is this pesonification or what?
