Intrusive drug testing at the Olympics?

I knew they had beefed up (sans steroids, I trust) drug testing at
the 2008 Olympics, but the following I think goes too far:

"Lyudmila Blonska of Unrain is under investigation for a positive
doping test and could be stripped of her silver medal in the Olympic
heptathlon and banned for life.
"The International Olympic Committee said yesterday it has opened a
disciplinary procedure into Blonska, who finished second ... yesterday."

And in addition, punishment ("discipline") before trial?
