Americans speaking:
In context, this appears to mean to
"ignore the effects of stress, fatigue, lactic-acid build-up, etc. and
continue to try to win"
or something along those lines:
A. "He's not going to quit. He's an expert at _going to the 'Hurt' locker_."
B. "Yes. He *dives* into it!"
"DIS tribute" instead of "diSTRI-bute": BrE-speaker Ian Williams, NBC News.
This stress-pattern is also used by Jamaicans. By those who made the
Olympic team anyhow.
