Actually, it should say: "Decisions by the Secretary pursuant
to the authority of this Act are non-reviewable and committed to agency
discretion, and may not be reviewed by any court of law or any
administrative agency." Also, since this was Section 8 of the initial
Treasury draft of what eventually became the Emergency Economic
Stabilization Act of 2008, I don't know that it should be attributed to
Paulson personally, as he is unlikely to have written it and did not
take personal credit for it.
