Here is a still earlier citation for the "laws and sausages" quote:

Saxe says in his new lecture: "Laws, like sausages, cease to inspire respect in
proportion as we know how they are made."

Barring further discoveries, I will certainly list this under John G. Saxe in the next edition of The Yale Book of Quotations.
