Yes, one can! Which is why one needs the apostrophe (in answer to Dennis Preston's question).

What evidence is there that people actually use "mine's" any other way? I.e., I doubt that anyone would answer, "Neither, it's mine's" to the question, "Is that Tom's football or Ann's?"
