A more serene way of putting it is, of course, "can and should be changed."

(If more of us agreed on what 'should' be changed, there'd be fewer wars
and, among other things, a need for _only part-time_ legislators.)

Some versions of the SP talk about courage to change what can be changed,
which seems like a nonsensical compulsion to change things for the sake of
change.  The way I look at it is that "can be changed" implicitly means "can
be changed and should be changed."
