"nose-powder" 'cocaine' 1936

Well-known, I'm sure, but:

Why isn't "nose-powder" in OED3?

_Modern Times_, 1936, intertitle:  Charlie is incarcerated as a
suspected communist instigator, and while at a meal the guards come
searching for nose-powder.
