"demandeur"

Gen Gates (?) on being questioned about the efficacy of  diplomacy  with or
without preconditions, bargaining chips, &c., said something to the effect
of not wanting to appear to be only a "demandeur".  I suppose he was
thinking demander vs demandee, but it sounded very odd to me, listening
sleepily to the morning news.
