        An antedating of the electrical power sense, from the decisions
of the Federal Power Commission:  "In reporting on the application, the
Secretary of the Interior recommended inclusion in any revision of the
license conditions providing for wheeling power over the project
transmission lines, joint use of the public lands crossed by the lines
by roads, pipelines, ditches, etc., and for the continuation of land
conservation practices."  Idaho Power Co., 13 F.P.C. 822 (Feb. 15,
1954).
