This is an issue that comes up every so often on the Editor's
Association of Canada listserv, and the general trend of thought is
the same as Laurence Horn has said, fwiw. I recently made a blog
posting discussing a similar case at

(it doesn't address inches directly; it's looking more at the other
side of the coin, e.g., "the majority of these cases are...").
