The n/N-word

Do we need two terms of reference/euphemism, one for "nigger" and one
for "Negro"?  Big-N-word and little-n-word?  Or vice-versa, based on
the usual (20th-century) capitalization practices?

I've had two journals tell me they will not publish "Negro" except
within quotation marks.  (And herein I'm obeying their stricture.  :-) .)
