Q.: Can short hair be "tousled"?  If so, what does "tousled" mean? Anything?
Or is it becoming just a journalistic default description of hair?

"The Washington Post described her in an August 2006 Style section cover
story as the "pixielike woman from Fox News Channel with the kind of short,
tousled hair that's convenient for reporting from places where using a blow
dryer can't be a priority."

So says Waki about journalist Catherine Herridge, whose hair was then quite
a bit shorter than mine (which is touslable).
