This pronunciation of the noun, with final-syllable stress, struck me as
weird when I first heard it around 1971, and I believe we dicussed it some
years ago.

In the movie _Blackwell's Island_ (1939), starring the great John Garfield,
a prison guard explains clearly that a visitor "has a perMIT signed by the
Deputy Commissioner of Corrections."
