Among the OED's definitions of "commandery" is: A district under a commander, a seignory.
There are three citations, none of which is relevant to the meaning used in Chinese history. According to Wikipedia (http://en.wikipedia.org/wiki/Commandery_(China)), is the word used for jùn from the Zhou through early Tang Dynasty.

Also, http://www.oed.com.ezproxy.spl.org:2048/public/oed3guide/guide-to-the-third-edition-of-the-oed says that the dagger is a visual symbol indicating the meaning is obsolete and that the dagger is reinforced with a label, but this meaning of "commandery" does not have an "Obs" label.
