I should add a specific example--when someone makes a statement of this
kind in a comment on DailyKos, that's one thing. When the head of a
Libyan diplomatic mission makes it, it's quite different. Or, quoting
from Frost/Nixon, "when the president does it, it's not illegal", or, in
this case, indicative of usage.
