What is assumed here is that letter "o" alone is usually interpreted as "ah".  Actually, by count in text it's usually "uh".  And it's used for a whole bunch of other sounds as in tradwerdz to,go,off,word,for.  So in truespel I use ~aa for the "ah" sound.  BBC phonetics does so as well.

My take on "eye dialect" is that it's foespel form based on tradspel where the writer wants to indicate a certain pronunciation (perhaps not a typical one).
