The topic of the letter is Scientology and the word "technology" has
been applied to techniques and methods in that domain for decades.

The book Dianetics (copyright 1950 and 2007) uses sentences such as
"His primary technology of survival is mental activity…" A note in the
book says "service marks and trademarks are owned by the Religious
Technology Center", but I do not know when the center (with that name)
was established. I also do not know if parts of the book have been
updated or changed since 1950.
