up-state update

I am sure there are earlier quotes for up-state/upstate.  But, most of the
hits are bogus to this term.



Found in a NY state newspaper (_The World_, 12/05/1896, p 3) the following:



"Certainly," answered the witness; "and a country Democrat is the same as a
country Republican when it comes to city affairs."

The up-state legislators sniffed the air contemptuously at this, but
refrained from assailing the home-rule proposition.
