Backwards "replace"

Or perhaps merely backwards substitute again -- I wasn't listening
attentively, and pricked up my ears only at the last few words.

WEEI, Boston radio news, about 4:30 PM today.  (I don't know if
there's a transcript.)  In an item on fish species substitution, the
announcer said (approximately):  "various fish species are replaced
by more desirable ones."

Wrong whether it's "by" or "with".
