According to http://kpkollenborn.blogspot.com/2010/11/who-are-issei-nisei-kibei-and-sansei.html, it was because they were too Japanese.
Probably the same as anyone immigrating to the US: Acculturated to Japan, they were unfamiliar with how things worked here and were therefore ridiculed.
