fringe player

In his remarks on tots Adolf & Aryan the other day, Dr. Keith Ablow
suggested without any clarifying context that their parents may be
"fringe players."

It seemed to mean anyone on any sort of a fringe - in this case, of
the lunatic kind. In other words, borderline crazies.
