Of course there is, and it's a major one. That goes without saying.
But, in this particular instance, _most-favored nation_ is a
well-known cliche and standard boilerplate, as you yourself point out.
"Most _favorite_ nation" is a mispreapprehension. Or, perhaps the
writer's mind merely stumbled.
IAC, it's long since been agreed that the purpose of language is
merely communication of mental processes and it is not my intention to
deny that successful communication has occurred, in this case.
